This achievement may seem like a ridiculous grind at first and well, it actually kind of is. But there's a trick you can do to earn this much faster than you might realize.
UPDATE: If you have all power ups and this just isn't working, deactivate everything except Double Money and Sell.
Below is a video by Angel Krienstovich who shows exactly how to get this. It is the PC version so some things will look differently, but there's not much of a difference when it comes to the gameplay.
Step 0- Purchase Double Cash for $7,500 MM
Step 1- Load up the Wizard Lord Special Mission
Step 2- Pause the game and make sure auto start rounds is turned off
Step 3- Place Dart Monkeys all around near the track upgrading them 3 to the right
Step 4- Once you complete Wave 23, sell all of your Dart Monkeys
Step 5- Place Monkey village in the correct spot shown in the video
Step 6- Place Boomerang Monkey upgrading 4 to the left and once to the right
Step 7- Place Ice Tower next to Boomerang Monkey upgrading 3 to the left and 2 to the right
Step 8- Sell Monkey Village
Step 9- Do Steps 5-8 on the other side (shown in video).
Step 10- Place Glue Gunner at the top so it hits the enemies right away. Upgrade it 3 to the right and 1 to the left.
Step 11- Place Dartling Gun above the path on the right, making sure it is facing down that path. If you don't have it facing down the correct path (shown in video) it will end the trick. Upgrade it 4 to the left and 2 to the right.
- Start round 24 making sure you are NOT fast forwarding until you have your Dartling Gun fully upgraded. (If you don't have it fully upgraded and are Fast Forwarding, it will lag the game horribly).
Step 13- Once you're ready, use your Dartling Gun and move it over all the balloons popping them all. Then sell everything and let the game end. This is the only way for your progress to get tracked. Worst case scenario, you have to do it again to get the remaining Lead balloon pops. I ended my game at 1,800,000 money and went from 24% to about 87% achievement progress.
I had 4 when I first put it up and I'm pretty sure I got the dislikes first before any likes. lol

Nice solution! I went from 17% to 96% (annoyingly) I ended at 3.2m my power ups were at lvl 9.

Small 2022 update:
Solution still works!
As an addition to the great solution:
Force quit the game when you finish level 23, and start the game up 1-3 times after that.
This way, if you mess something up, you can just delete your local savegame, and your cloud save will still be at the end of level 23*.
(*Based on how Xbox Cloud saving currently works)

great guide/video! i didnt get any lag like BAD T0AST mentioned (most likely due to playing on a series x), so i just let round 24 run for a minute/to the point where the bloons were just starting to pass the Boomerang Monkey on the right side of the screen. finally, i let the game run for about 35 minutes and popped the achievement, when i started at 43%. i dont know if i went way overboard or just barely made it, but i think that should give you a rough idea of how long youre looking to let the game run

Do you have the dart training facility active during this? I seem to recall that dart monkeys can pop leads with this active at level 4 without having to go down the left path.
Update: Dart Monkeys can pop leads with 4 upgrades on the left path without the dart training facility. If you do have the dart training facility active and maxed out then Dart Monkeys don't even need upgrades to pop lead, am I right to assume that this solution doesn't need the dart training facility active or any other specialty building active?
Update 2: After watching like the first minute of the video I have determined that no specialty buildings are being used so yeah I answered my own question.

Ok so the point is to pop the regrowth lead bloons, which continuously heal and the lead layer is popped all over again. I just followed the guide so I know it works, but I'm not sure how the 4-2 dartling (Ray of Doom) doesn't tear through all the layers and fully pop the bloons.

@xs Silence sx: According to the wiki, the Ray of Doom only pops 1 layer per frame despite having a max pierce of 100 on consoles and Flash (infinite on Mobile/Steam). With the Ray of Doom being setup as shown in the video, it gives the bloons time to regrow layers.

Not sure if the solution still works. I followed exactly (except I used a single village in middle and didn't sell it, fail to see how this would affect it though) and found the wizard lord is destroying too many hearts rather than pushing back.
Edit: tried again with ZERO deviation from the video, same results.
I quit out and reloaded to restart the round, sold the darling gunner and placed ten 1/1 ice monkeys on the first stretch of track by the glue gunner leading towards wizard, to help slow the bloons without popping.
This worked! Quite a bit of lag on series X but not game breakingly so. When ready I summonned the Phoenix and put down a 4/2 monkey ace for good measure to finish the round. Achievement popped on round 27
